Many of the 2nd-gen CRX HF cars did have air conditioning. The 88s would be preferred because they were the lightest, but the difference in observed economy would likely be small. The 89 HF isn't much heavier than the 88, and it still has the pillar-mounted seatbelts instead of the door-mounted ones. The 90 and 91 HF had door-mounted seatbelts and were heavier than the earlier ones, and are a bit less in demand than the 88s in particular.
The 1st-gen HF may be able to pull better mileage numbers than the 2nd-gen in part due to lighter weight, but I don't know if any or many of them were delivered with AC. Plus they were carbureted, and I'm somewhat allergic to carbs, so I haven't really looked at them closely.
