toyota echo 5 speeds can get mid 40's witout mods or hypermilling. corollas are close behind ,and have a cheaper cousin the chevy spectrum (i think thats the name ) actually a corolla. if your not stuck on those certain cars, these are newer and fuel injected and avalibe fairly cheap,,,,sometimes.
