It won't because it the air is completely turbulent behind the fairing and windshield and tank bags do nothing to effectively close openings or smooth out changes in x section.

Now, maybe if you make one out of clear PVC and have it rest on your legs and extend out to the sides far enough to interact with the airstream, and extend upward in front of your face to interact with the airstream, you might have something.
