Catalytic converter can have a terrible effect on the performance and fuel economy... I would check that.

I would also check the basics.... air filter, fuel filter, plugs, wires, cap/rotor (assuming it has a distributor), make sure your brakes aren't hanging (do the wheels spin freely?), does the throttle body test to see if the butterfly is opening all the way.

It could be a sensor of some sort.
