I've been tracking the electrocharger for years and it doesn't seem to have gotten past the university-test bed. See

The other stuff probably falls into the realm of "I Want To Believe". This site did motivate me to try an el-cheapo flea-bay version of the "Hot Inazma ECO" Hyper Voltage System :

I paid ~$25 instead of the $90 that the Hot Inazma Eco goes for.
We speck-you-mull-ate-ed that it is some kind of ultra-capacitor. See
this thread. I can't say it worked one way or another, but it didn't seem to hurt either.

Ok, two 470 µF capacitors would mean ~950 µF. Here are some 470 µF capacitors :
