I've been tracking the electrocharger for years and it doesn't seem to have gotten past the university-test bed. See
this thread.
The other stuff probably falls into the realm of "I Want To Believe". This site did motivate me to try an el-cheapo flea-bay version of the "Hot Inazma ECO" Hyper Voltage System :
Hyper Voltage System – by Sun Automobile :: Sigma Automotive
I paid ~$25 instead of the $90 that the Hot Inazma Eco goes for.
We speck-you-mull-ate-ed that it is some kind of ultra-capacitor. See
this thread. I can't say it worked one way or another, but it didn't seem to hurt either.
The "cigarette lighter" version is interesting because it documents some numbers :

Do NOT mistake this as the older "non-Super" model please! Hot Inazma Pocket Super is a new voltage stabilizer based on Hot Inazma technology. This new 2009 "Super" model uses higher-capacity capacitor than the original one. Connect it to your cigarette socket to get peak operation efficiency. A/C, stereo, lightings & many other electrical components in your vehicle are constantly creating a load on your car's electrical systems. These cause fluctuations in voltage which prevents the vehicle from performing at optimum efficiency. Hot Inazma Pocket is designed to stabilize battery voltage for enhanced electrical system efficiency. It also saves on gas, reduces emissions, brightens lights, reduces audio noise interference, purifies the cabin air by emitting negative ions (rated at 2,500~3,000 ions per cm3). New 2009 model uses dual 470 µF capacitors.

Ok, two 470 µF capacitors would mean ~950 µF. Here are some 470 µF capacitors :
Electrolytic Capacitors - 350 µF to 999.9 µF
Code:
Part Number Capacity Volts Type Type Price
(CFE) 000470R00DAO 470µF 16v Axial TCX471U016E1G, A $ 1.25
(CFE) 000470R00EAS 470µF 25vdc Wendell Radial R $ 0.80
(CFE) 000470R00AFA 470µF 400v Radial Snap-In R $12.00
Sooooooo, 470 µF capacitors are cheap, but the pocket charger costs $130,
