In my mind:
Level 1: Feather throtle at high gear to keep MPH +/- 5 mph of posted speed while maximizing intantanious MPG.
Level 2: Keep instantaionous MPG below AVG MPG.
Level 3: Keep TPS constant (12-20). I've tried driving 20 miles on highway with TPS = 15 and got 50mpg. --- But max was 64mph and min was 45mph on 60mph highway.
Level 4: (with manual Transmission) Know your vehicle's max BSFC point. Drive there untill reaching 5 mph more then posted and then drive engine off or DFCO untill you slow to 10 mph below posted.

I'm still at level 3 (50mpg) and get some flashing high beams when I'm only doing 45-50 mph on highway. Still waiting till I feel comfortable before moving to level 4. I drive level 4 (sort of) when on 35mph residential streets but not on the highway yet.
