I don't know about straight 30 weight, but I can say that I haven't had any trouble using 0W30 oil in both my 1981 civic and my 1993 civic, the Honda branded MTF is also supposed to be safe, $7-10 per quart last I checked and I'm not sure the life span of it.
Other thing with the CRX HF is tires, it's supposed to take the same size as the civic vx if I remember correctly, 165/70R13 if I'm not mistaken, hard to find size but a size that you can get in low rolling resistance from tirerack.com
Also, your PCV valve, I think is under your intake manifold, hard to get to and seldom checked or changed.
