I'm reading some of these stories, and finding them completely avoidable. P&G to other people looks like you're attempting to piss them off. And, likely, you're not averaging even the speed limit if you never plan to pass the limit in your pulse.
To the other driver, they see it as someone who is already holding up traffic, and is speeding up and slowing down on purpose, seemingly to annoy that driver. Honestly if you're on two lane roads with a shoulder, let faster traffic pass. It's just good manners. In other situations, drive appropriately to the conditions and the flow of traffic. If you impede on traffic you only give a bad reputation to your cause.
