Hi, i'm jumping in here, and I admit that I haven't read this whole thread (first few pages, last few pages, and skimmed the middle).
As I see it the best (and most dangerous) way to remove the ethanol is to distill it out with a fractional reflux still ( look at homedistiller.org ). If you were to separate what came out between 172F and 180F you'd likely end up with some E95 and if you mixed the rest some E0.5 to E1.
You could also do what your doing with the water mix, and distill the ethanol and water. At atmospheric pressure you can only get it to E95 (and 5% water) but there are things for drying home made ethanol, one of which is corn grits.
To say in good standing with the ATF you need to get special permits for having a fuel still, to make it clear that you aren't a moonshiner.
Or you could try and improve your cars willingness to run on E10. 2 to 3oz of acetone per 10 gal of fuel may help a bit. A tighter gap on your spark plugs may also help.
