Thought about your idea (of a front wheel skirt with a vertical hinge so that only the half that needs to get out of the way moves during a turn) some more and I would agree that is an excellent approach... not that you need my approval or anything
It could be done really simply (I think) using a basjoos-style interference approach (no need to tie into the steering rod necessarily). Getting the proper support framework in place would be the trick.
