Probably not going to happen. First, none of our older cars would have the equipment, and it is vanishingly unlikely that the laws could enforce the installation of new equipment in them.

Second, there was an effort in 1973-74 to require seat belts to be fastened before the engine of a car could be started. It lasted just about one year before it was repealed, which is pretty fast in gov't circles. It didn't work then, and I think there are still enough people around who remember the attempt to keep something that similar from being required now.

But it is a nice dystopian idea...
