E-kayak project: Possible to beef up an existing PWM controller?

I'm building an e-kayak using a motor from a mobility scooter, a home made prop and hopefully the old trigger from my 18V makita cordless drill.

It woks on the bench but the heat sink for the mosfet gets warm. I'm sure I will be drawing more amps then the drill ever did so I want to beef up the power output. Is is just a matter of adding more mosfets and heatsinks?
