They wouldn't need those there if they had "panned" the bottom to the rear bumper. What happens on a lot of those cars is the rear bumper catches lots of air. This happens for a few reasons: relocated fuel tank, bumper supports removed or reduced, speeds in excess of 150. "ricers" try to imitate these racer proven tactics so that there car looks faster. Does it make a 1994 neon any faster, no.
