Have you actually measured it on yer Tundra? How often do you need a full lock turn? Give it some thought...

I just measured my T-100 at full lock turn and the tire only sticks out about 4" from top of the fender. Obviously it would stick out further from the bottom of the fender since most vehicles taper in towards the bottom. Something to consider...I stole the idea from NASCAR trucks since their sides are straight down.

How far out does yer fender flares stick out now?

Since you are basically doing a proof of concept...wouldn't it be easier if you slap something on the side of the fender to build it out, enclose the wheel opening with some cardboard, and then test/collect data? If it works out, you can move on to the next step...and go as complex as yer heart desires.
