...the cable would connect to the bottom of a flapper door (hinged horizontally along the top) located just behind the grill opening you want to control airflow through.

...pull the cable handle and the bottom of the flapper door is opened (via suitable bell-crank); push the cable handle back and the flapper door is closed.

...why have the flapper door open at the bottom rather than the top? So that road rocks and debris are deflected downward towards the pavement, not upward into the radiator.
