No, there was a very recent new PCB program with NO noticeable limits so far... I've poked around in it a bit but have been limited a bit by buisyness recently (nothing like 16 units to keep one buisy).
Outright, full, free. Outputs gerber too.
GUI seems pretty decent... which is rare on PCB design programs in the free/cheap realm.

Though, not sure if Paul has picked it up entirely, he seemed to like it when I posted her up xD And I think hes been working with it. It's the best free PCB software I've seen--counting stupid board-manufacturer locked ones of which it is not.
