It's quite possible that the skirts are lowering drag while variability in test conditions are cloaking the difference within the bandwidth of your signal-to-noise ratio.
A simple tape and yarn tuft test can indicate flow quality over the skirts.
If the yarn is oriented straight back your skirts are doing their job.
