It's quite possible that the skirts are lowering drag while variability in test conditions are cloaking the difference within the bandwidth of your signal-to-noise ratio.
A simple tape and yarn tuft test can indicate flow quality over the skirts.
If the yarn is oriented straight back your skirts are doing their job.

1. Good luck seeing yarn at night, 2. There is no variability in conditions, as my tests were one right after another.

While I agree with your logic, I have to argue the cost variable.
If a set of skirts cost me 10-20 dollars and don't pay for themselves through fuel savings... then I'm still out 10-20 bucks for nothing but questionable stares and looks at my car going up the highway.
Now if they work, and I can break even, then they are worth the expense and trouble.

Would you be willing to share data regarding your pre-test operation, test site, number of back-to-back runs, meteorological data, velocity profile,scatter-plot of data points, timing resolution, velocity capture resolution?

On my testing ANY winds drastically changed the results. Also I did not seen much time diff from 60 down to 30 so I coasted to a stop and marked the distance. That is where the changes started showing up.
We are here to help, so the more data you give the better help we can provide

I would agree that wind plays more of a factor than any other factor except driving ability. Work on the front and make it as laminar as possible before worrying about the rear part of you vehicle. Wind hits the front part of the vehicle first and should be quelled before worrying about what happens after.

I already get police following me at night with these on, no way am I doing this during the day. I said I already plan on mocking both front and rear up together, but I need to finish the brackets up and make up the temporary pieces for the fairings. The permanents will be sheet aluminum I will take pictures of this when I mock it all up again.
