I don't think they'd even try to sell it without the turbo. And I'm glad they won't, because they would have to up the displacement of the engine to maintain the (perceived) needed performance. At least with the turbo, you can have the basic engine be smaller for the same performance level. Which means that you can drive it in a non-sporty fashion and still pull good FE numbers out of it.
The NVH problem appears to be pretty significant, though. I'm all for smaller engines, but I think two cylinders may be too few for decent comfort in a vehicle with a reasonable (read: light) weight. The three cylinder engines can, if I recall correctly, be made pretty smooth. (Six-cylinder engines even more so, at least for non-shared-journal six-cylinders, but those aren't usually done as fuel-efficient motors anyway.)
