No idea if they are old or new. That page the quote was from has a link to the state dmv rules and they should have the new laws.

So if you are within the rated speed of the chains ~25-35mph and there is snow on the ground you won't get a ticket.

I got my cable type chains at walmart. Prob be able to get them at any auto parts store as well, they might have to order them for you though.
