Perhaps the goal of the MPG sticker is operational cost, the $/mile. If someone is buying a new car, they can see the list price and understand what they will be paying +/- negotiation. The MPG simply provides an estimated $$/mile, not perfect but no worse than the MSRP sticker price.
I appreciate the exercise and subtleties but in the big picture, information about the impact on family budget comes first.
