With a diesel, the intercooler will add power. It should have a minimal to nonexistent effect on FE. Basically, by allowing more dense air in, you can add more fuel to get more power, but being that diesels regulate power by fuel input, and run lean when not floored, it doesn't effect fuel use for a given power output.
Also, FWIW, TDI has nothing to do with intercooled vs not. TDI stands for Turbocharged Direct Injection, in contrast with the older IDI (indirect injection) diesels.
