fueleconomy.gov rates -'97 Metro better than '98+

Hello all,

Trying to find out out why they rate the '95-'97 Metro at 37/44 city/hwy, but for '98 economy drops to 36/44, then to 34/42 for '99? I just bought a '99(1.0 liter manual), so yeah, if there's something I should do to make it perform like a '95-'97, let me know! Thanks!
