As Winkosmosis mentioned, I think the most bang for the buck will be a Kammback roof extension. Add to that rear wheel skirts and a belly pan and you are set!
In my case, the roof extension and rear wheel skirts reduced fuel consumption by 7% at 70km/h and 8% at 100km/h.
