When it comes to things electrical, there sure are a bunch of suckers out there. And plenty of opportunists to take advantage of people's ignorance. I had no doubt this was a scam because:

1) "voltage stabilization" cannot be done through the car 12V accessory outlet.
2) even if it could, the ECU has filtered power already.
3) even if it didn't, the ECU would not operate more "efficiently" to improve mileage.

Put a fork in it folks and take a lesson.
