My main point with the size of the fuse on the lighter plug is that the fuse is there to protect the wiring! if you try to put 20 amps in to wiring that is to small you will melt it and start it on fire! if you are going to put a 20 amp fuse in there then you need to increase the wire size for sure!
personally I would run a dedicated line to the battery with a fuse that is sized right for the wire you are using and sized right for the dc-dc converter and batteries you have, there is no point in starting your car on fire because of this.
