I figured since he started by discussing the 50 mph speed limit and a 5 mile commute, he would be consistent, so the 80 refers to 80 mph. The other thing is it's no problem to accelerate to 50 mph and coast back down to a stop in 1.5-2 miles. It's not so easy accelerating to 80 and coasting back down within 1.5 miles. Agreed, he could have switched between mph and kph, though.
For a 5 mile drive, I'd bicycle. If I drove it, I'd conserve momentum, and try to reach each stop rolling less than 10 mph if driving a manual, and <20 mph if driving an automatic.
