Has the timing belt been changed already? at least with the civic VX (1992-1995) had a confusing set of marks so it was easy to screw up when changing the timing belt and was most noticeable when at high revs, I think your car still has a distributor cap, it would be worth checking it for wear along with your plugs and plug wires, basically you should do a tune up and check the stuff that wears out, if you do the work your self you might spend $100-$150 on plugs, wires, cap, rotor, pcv valve, air filter, brake fluid and transmission fluid and all of those things that people tend to forget to take care of, I suspect that if you take care of that stuff you will find the problem that is killing your mileage and you will earn that money back in fuel savings.
