You could report both numbers - MPG (purchased) and MPG (consumed), using the "details" field.

So the question is, which number goes on the chart?

If someone else (your employer?) pays for your fuel, should you report infinite MPG? No.

If you fill your car from a gas can you find on the side of the road, should you report infinite MPG because you didn't pay for it? No.

I think the chart should be for fuel that your car consumes, regardless of where it comes from or who paid for it.
