And another thing - This so-called "voluntary" program has actually a pretty big incentive going for it.

Given that auto insurance is mandatory to begin with, and given that we're currently living in a gawdawful economy right now, any savings in something like auto insurance means more money to millions of people that they could spend on luxuries like food or gas or utilities or rent. So this "voluntary" program could be argued to be de facto compulsory.
