Exactly, and when it does no one is going to save anything, insurance companies have a limit that they can charge and expect people to pay, my Uncle drove without insurance or a license for 5 years because he couldn't pay the insurance, at least he claimed.

This may become more common if this type of thing becomes compulsory and manditory
