Yes, that big black plastic cover on top of the rad and IC is OEM, and a pain to remove! What I added was a small square of black plastic under the intake. This can still be seen in pic #2.

If you mean the lower grille block, then for both. I open the IC side once the coolant temperature reaches ~70°C. Aerowise it's part of the whole grille block which covers all sorts of nooks and crannies, plus the LED DRLs.
The little plastic tab in the corner of the upper grille (pic #1) is to direct some air from the radiator to the IC.
