I rented a Kia Soul over teh weekend. The temperature was 105 degrees in the shade, so there was no need to a HOI.
Actually the A/C in the car worked great and it got decent mileage. I would rent it again, if there were no Focus's or Prius's available.
National rental car company says, you can take any car in rows A or B. Most of the cars in A and B are gas hogs!
