If you applied that same 80% over EPA to a 35mpg rated car he'd be getting over 60 mpg instead of 20 mpg. The money savings from going to a car is huge. He already said he doesn't need a truck. The truck simply doesn't make any sense to modify, especially since he will have two of them.
