I really think it might be serious aero design... if you believe some of the results/modelling in the thread link I posted above. The steps create low pressure that draws flow down "attached" along an otherwise somewhat steeper than ideal slope.

But I'm sure it also charged the flux capacitor, whenever garbage ran out, sorta like a trickle charger/maintainer.
