I say go for it. It's hard enough to find any worthwhile job these days. Being offered a promotion is like gold, or better! I say don't turn it down.
We understand that YOU care about mpg and energy conservation, of course we see that as a good thing. However your career has no understanding of this, your career only responds to things like market forces and education, experience etc. etc. And your career will be very unforgiving if you don't take care of it by accepting that promotion.
Of course that's assuming the promotion is a good thing. Other factors like impossible working conditions or whatever could make the "promotion" actually a negative. But that's completely aside form the mpg hit you may take on the new commute.
