Not Sure about you guys countries, but here in USA (land of I wish we got better power plants) 03 VW TDI is not PD, would be VE ALH.

Quick search on fueleconomy.gov shows that the ALH receives an air quality score of 0 (the worst possible score) our cars are great, but clean they are not.
The PD receives an air Quality score of 1 (still terrible, but better).

Side note: if you do have a PD I HIGHLY recommend you change you oil on time or before using high grade approved oil, they kill cams (cam drives injectors). Many many stories about this on tdiclub.com forums.
