You see, 150 years ago when this system was gelling, there was no income tax. Perhaps barter was so pervasive- or for whatever reason income couldn't be counted on- that property taxes made the most sense. That was then and this is now.

Well the poor don't pay any income tax either, so that's not going to cover it.
