Frank has a point (although thoroughly beaten to death). If you allow govt to subsidize a certain behaviour then you can virtually guarantee that behaviour will multiply exponentially.

Maybe when there is nothing but poverty they will understand their mistake.

Penalized success and subsidized failure will never work. Neither will $7.65 an hour to unload Wal Mart trucks in the middle of the night.
