Is that 3.2 liter fuel consumtion figure correct. In finland the average fuel consumtion figure is 3.6 l/100km in Kia Rio 1.1 WGT diesel?

City 3.9
Combined 3.6

So is there a 1.1 CRDi version available somewhere with 3.2 liter average?
