Combined 3.6
So is there a 1.1 CRDi version available somewhere with 3.2 liter average?

Maybe there is not Stop % Go and ecodynamics selling in Finland because it isn't warmer enough.
Spanish catalog claims that 3.2L/100 km figure and also 85 g/km of CO2 etc all around:

Maybe Basic equipment is not present in Finland with that engine.
Concept and above versions have higher fuel consumption:

KIA Rio 5p 1.1 CRDi WGT Basic Eco-Dynamics ficha técnica, prestaciones, consumos, dimensiones de este coche - km77
In the Spanish web of Kia they also talk about and 1.4 crdi 90 bhp ecodynamics version of 3.8 L/100km average. It's hard to find that info and the existence of the Gasoline (petrol) versions with Ecodynamics and 4.8 L/100km (1250 cc, 83 bhp) and 5.1 L/100km (1400 cc, 109 bhp). You have to click in "Motores + Info Tecnica" or "Bajo Consumo" tabs in the flash:
Nuevo Kia Rio
But I only find prices of 1.1 crdi basic ecodynamics (3.2L/100km diesel) and 1.4 vti Drive with ecodynamics (I.S&G) (5.1L/100km petrol).

It seems that the four possible Ecodynamics versions in Spain they only sell as standard these two.
A Kia dealer in Finland will answer your questions and if there is any ISG Ecodynamics pack available as optional equipment.
