did you give any thought to going with a MC rear engine and drive? I think doing so would lighten it considerable and more importantly, allow you to clean up the front end airflow considerably. i think 1000 lbs is easily doable using such a drivetrain. i doubt this is the case using the civic drivetrain.
i think a klr 650 drivetrain would do. they are bulletproof and there are bazillions of them around. another option would be a drz400. a buddy of mine has one and it gets very good mileage.
