Think that they probably fit in the category of "Both". They are kinda large to be just for drainage (I think of something like a 1/4" hole near the back when I think drainage for these).
The irony would be if you taped up the slots and got BETTER FE. Kinda lay credence to the "Pick-up truck with the tailgate closed is more aerodynamic" argument.
