that does sound like an awful high gear for a 4 cylinder to pull, but, it might be possible on level ground at around 40-45 mph where wind drag has not really started kicking his arse yet.
I doubt such a gear would pull 65 though or anything resembling a hill. Headwinds are probably out as well.
