Here's why it's not enough.
The Air Resources Board order says nothing
AT ALL about the claims the manufactrurer makes about the valve (improved fuel economy, emissions, etc).
It
only says that the device tested does not degrade the tested vehicles' OEM pollution control systems. Therefore, as "proof" of the extraordinary claims of the manufacturer, it's meaningless.
Furthermore, the ARB document states that:
