what are your stock tires? 205/75-15?
aside from websites. I think your best bet is ebay or somewhere you can get a deal with free shipping.
out by me the auto bone yards will tend to have full sets of wheels and tires at a decent price. and with local pickup your budget would stretch much farther.
even if a tire or 2 is bad. many tire places will sell you used tires in most cases 50-60% life left for like 30$ each.
craigslist can also be good but as with any deal just be careful
