ok, better pics of the handlebar bracket. the third one shows full steering lock. by rotated, I mean that the bar clamps stick out the front of the tree rather than up off the top.

I've been thinking more about cooling, even though it seems weird to be thinking about cooling when it's snowing out, and I decided to make the entire cooling duct out of aluminum, and connect it to the fins on the head. that should act like an extension of the fins, and increase the cooling proportionately. I used self tapping screws to attach two pieces of aluminum angle to each side of the engine so that they stick out a half inch beyond the existing fins. I can then attach a piece of sheet aluminum to these brackets to make a tunnel for the cooling air. pic 4 shows the brackets on one side.
