Since you are not supposed to be at one speed for any length of time if you are utilizing P&G, this is a moot question. However, if you drive like I do, you may find that fifth gear at the lowest speed possible will provide the best fuel economy possible. For me, fifth gear can be reached as soon as 21 mph. 20 will rattle quite a bit, so I don't like to do it. Can burn out your clutch. I do not have a tach, so that is about as good of an answer I can give you.
