Looking at these numbers puts it in perspective again :

One in 25 drivers in the UK do not have insurance - one of the worst records in western Europe.

4% uninsured drivers is a heck of a lot !
About double the % we have here in Belgium.

They also happen to be the most reckless & dangerous drivers - the main reason for not having insurance is the excessive cost, which usually comes from having too many accidents, and / or being turned down by insurance companies due to too many claims.

According to recent figures, around 160 people are killed and 23,000 injured by uninsured and untraced drivers every year.
And usually, even when traced they don't have a penny .
Officially anyway.

Then again, surely there are other ways than to abuse fuel stations for the purpose.
The registered vehicles are known.
The insured vehicles are known.
Just make it mandatory to cancel registration before insurance is cancelled or terminated, and send the coppers to anyone owning a non-insured, registered vehicle.

(That means altering the UK's registration system though - what not with the SORN stuff etc. - but it could fairly easily be done without resorting to Stasi practises.)
